Isabelle's not just the secretary to possibly the richest character in Animal Crossing. She's basically the mayor in New Leaf. The player holds the title, but Isabelle does all the heavy lifting while the player runs around catching bugs and funding the public works projects. I personally think she does this because she feels bad about the player having ended up as mayor basically by accident at the start of the game, so she wants them to live like a normal villager as much as possible.

I do not know if there is already a comment on this, but when we give Isabel some sea shells (as she asked for it) she gives us a basket with fruit not native to our city, and said that it was her mother who sent that basket ( because she was a good dog)

It's probably a little too late for me to say, but one time, Isabelle gave my town the announcement on how she completely forgot to wake up her brother, and that she hoped he still wasn't sleeping (the time was 5pm by the way). This happened right after the update where Leif and Redd showed up in my case.

Digby and Isabelle are honestly two of the best twin characters I've ever seen. Isabelle and Digby actually seem like different characters (the finishing each others sentences problem is common), they are a good example of how twins don't have to look like copies of eachother, and they aren't constantly around eachother while still have a pretty good relationship (there are loads of twin characters in media that are for some reason, ALWAYS together)
