It actually makes sense for there to be a mix of cops and soldiers fighting in the city levels cause HDTF Source did not have that despite there being the presence of cop cars but no cops as either friendly NPCs fighting alongside the human military forces against the Combine synths or as corpses scattered throughout the maps.
