A vehicle last registered out of state being brought into California; a salvage or junk titled vehicle put back on the road; a special construction type vehicle all have to have safety inspections. I spent 25 years as an automotive technician in California; 20 of those years doing SMOG inspections. Some of the most unsafe vehicles on the road are on California highways and byways; especially true because of the proximity to the Mexican border.

In the UK that would not be allowed to be resold. The insurance only allow sale of category n and s vehicles . That would be crushed. In fairness even in the doctored state , it obviously still needs a body shell . That would make it uneconomical anyway. I doubt they will make any money on it.

Is reshelling still a thing? Years ago, nearly new cars like that would get dismantled and rebuilt into new body shells supplied as a spare part. Depending on who did the job and how well they did the rust proofing, you could end up with a car that was better built than a factory one.
