This is actually one of the few things I liked about how the Fleetway comics handled things. In the Fleetway Sonic comics, all of the terrestrial vertebrates were sapient. But, there were 'Old Mobians' those that were still tetragrades but capable of thought and speech, and 'New Mobians' the more anthropomorphic bipedal sapients.
