Don't know where I heard this, but it kind if fits. "Mercy is the domain of the strong, for only the strong can give it." I don't know exactly what it means, but a guess is that akin to Theador Roosevelt's speak softly and carry a big stick, those that can and do weild power can not apply that power safely. But as far as I know I got this wrong or it is random psudo philosophy with no real meaning. I should stop posting comments in the early morning, before coffee.

Like that other's said, someone who is strong amd strong willed have the option to give mercy, whilst someone weak can't afford the luxuary. Think of it like today and the dark ages, back then criminals were executed as they did not have the resources build a proper prison with food and guards, today we have. It's the diffrence between shooting a criminal in the head or leg, you do it depending on if you are certain you will hit and of it will stop whatever he does with minimum bloodshed. Edit: it's a common saying, although it can vary quite a bit but the point remain the same.

If you're not strong, you can't beat someone, and only when you beat someone to the gound you can choose wether to end them, or show mercy. Thus only the strong ones can show mercy, as the weak ones can't get to that stage at all. And that's exactly what happened here.

I find it very cool that we humams are the weakest of the primates, yet we stilk have the strength the lift cars. Like my father when he was 19 lifted the back end of a sports car up to load it on a trailer. He was sore for weeks but he still did. Humans can even overpower bears for a few seconds.

best bets would be political or rapidly expanded fleet, with both as a possibility political being they gained favor by being in the right place when humans came along, that after successfully dealing with them, someone thought it was a good idea to give them a promotion or several rapid fleet being they went from (what I assume is) a largely merchant and mining fleet(how else could they afford the taxes and still have a quality of life), to having to protect themselves after the Galvor fell, so new commands and ranks for everyone and ofc the both we have a new fleet and need some captains, anyone rank X or above is on one list, anyone who successfully dealt with the scary humans another... and they are on both lists
