That's what I was thinking. But the book mentions how when Katniss found peeta in the first book she is shocked that he doesn't have facial hair even though he is old enough to have it and it had time to grow out too. She notices that none of the boys in the area have facial hair either. She guessed the Capitol had something to do with that. Maybe they did something to the girls too so they couldn't get their periods while in the arena.
