If you try to lower the current by putting an output resistance on the source you will also limit the voltage between the electrodes under load. Any circuit can be exchanged for its equivalent Thevenin circuit which is just a voltage source with some series resistance or a current source with the same resistance in parallel. The your two electrodes that is used to electricute you can then be represented as simply a voltage source with a series resistance. The human body has a specific impedance. Therefore, a specific voltage from the source gives a specific current through the body. They are like through the Ohm's law and fully dependent.
