The highway by the new groundwater pumping station was never connected to the grid if you look closely. That's why the garbage dump never received any power at the start. In terms of export and import of services the city will do that automatically. When you reach the right milestone you'll get the option to toggle it off. :)

You don’t need to build another groundwater plant. You have your water and sewage services budget turned down to 50%. You can just keep increasing that as your town grows and water\sewage needs increase. Also, I wouldn’t recommend automatically assuming that 50% is optimal. If you look at the bottom right of the screen when you begin to adjust that slider you’ll see some numbers appear and you can use these to fine tune your settings. I find that setting the budget around 62-65% gives me the right starting numbers. And same thing for adjusting service fees. Water and electricity fees can be raised quite high and cims will be fine. This is important to balance the budget.
