The only US rovers on the Moon had *local* operators...

The ISS isn't reliant on Russia's Soyuz rockets anymore. SpaceX proved they can replace Russia for this job when they delivered astronauts and supplies to the ISS. You would be very ignorant to think this is anything but empty words from China. very exciting to see renewed competition and innovation in space exploration. With enough motivated parties and dedicated investments we could see massive expansion of orbital presence. This in turn would lay the groundwork for Lunar presence. the chinese build their module in pairs to allow for a backup should the primary module fail, with the success of the primary module, they effectively has a surplus core module available that can double the crew to 6 and make room for 2 more lab module for other countries. there are already discussion by italy to take up one of those slot. while Germany, France and Italy has astronaut training for future mission to the Chinese space station, however that is unlikely to happen until the construction phase is over and the lab are up and running so these are all long term program we won't see for another couple of years.

Exciting to see China working in Space, I find it odd that the ISS does not allow Chinese astronauts aboard, the three superpowers (six once includes the EU, India, and Brazil) should discuss collaboration on long term space presence if we wish to explore and quite possibly terraform Mars one day. However, I feel the world is a long way off from that need for living space. The best benefit from space research will be the coming building of self sustaining, solar powered underwater habitats as technology and energy management evolves. The experience of Astronauts, or simply human civilian Space experience will help those with diving skills needed to build underwater cities, and that day will come.
