Labour rebels are said to be piling pressure on Starmer to reverse the Conservative policy, which critics have labelled 'cruel'.
Introduced seven years ago, it stops parents from claiming universal credit or child tax credit for a third child.
But new figures show that two in five large families are now being affected by the limit in the UK.
