after installing timing chain the crank will not turn a full revalouion like it hitting something

Hi I have issue with my kia Optima 2.4 2011 I got Code P0014 from 8 months ago the Oil and filter are good the timing is good I have changed the OCV intake and exhaust also Phaser of intake and exhaust also Cam sensor of intake and exhaust also Chain Tensioner, Chain Guide I have not rough Idle but I have P0014 till now :( :( :( regards
