"Organize randomly" are not the words Tzara used, not to mention an oxymoron. His actual words (translated into English): "Next take out each cutting one after the other./Copy conscientiously in the order in which they left the bag." Words matter.

You take the words out of the bag in order and that is the poem. You don't choose randomly after the fact.
