Even if he had his sure-hit, it still wouldn't work on Toji, Dagon just doesn't know that because the only similar person he fought is Maki and she's "imperfect" with her heavenly pact. So Dagon thinks if he could get rid of Megumi he could auto-hit Toji when in fact he still wouldn't be able to.

I think people often forget that in comparison to the people around him at that time megumi was the only one in decent condition after the octopus guy got killed. The strongest doesn’t necessarily mean overall when your in tip top shape it means at that given moment. And megumi was the only with basically no injures compared to nanimi, the old men and maki. He was basically at full strength while the others weren’t.

On 7:27 Dagon's domain didn't have the sure hit effect because megumi was also expanding his domain, in the last episode they say that the two domains are clashing over trying to regain their sure hit effects so basically the two effects cancel each other until one of the domains wins.
