I guess they didn't bother making generic responses for each named character a voice actor performed, so each uses the same clips whether the character is supposed to be a shady arms dealer or an english butler.

@@jacobsaccount9353 It's because Bethesda has no idea what they're doing sometimes/is terminally lazy and they had the VAs read the lines in alphabetical order. It's like this for all Bethesda games. That's why a lot of the dialog feels disjointed and lacking continuity. The VAs don't have much context to go on for what infliction to use/how to talk.

If you pass a hidden speech check with this guy after failing the int/per check you get to keep the supplies and then if you return to inform Boyd at McCarran, you get 'This Machine' battle gun.
