I think you should refer to the web site of embassy of the USA in Russia. But as far as I know there is no such ban.

Foreigners are still allowed to go to Russia. It is just complicated as there is no air connection anymore:(

Наверное, самая большая сложность в чтении на русском языке это то, что буква "ë" печатается просто как "е". Для начала найдите литературу для младших классов, дети в этом возрасте только учатся читать и буква "ë" печатается как надо.
