Can it be turned on and off via the button on it? If so, can it be programmed to turn off after N minutes of being turned on? (as in without touching the app after initial programming)

The HS105 acts like a Smart Switch, which can turn appliances and lights On/Off. For light dimming I suggest using an LB100, LB110, LB120, LB130.
