I once had an issue with the local authority regarding my rent arrears, and the lady officer i[in charge of my case] said that she's gonna arranged for my children to be taking away from me so that I would be thrown on the street. I can't believe my ears, so to speak. We're being tormented physically, emotionally and mentally by the government that had once sworn to look after its peoples. Too bad, too bad!

@@nescafegoldblend3490 I applaud you I had a friend who was thrown out of his home due to the Bedroom Tax after his elderly Mum had passed away freeing up a room, my friend had a breakdown after she died because Doreen had raised Jamie alone after his Dad (for want of a better word) walked out on them 5 weeks after he was born and she never met anyone else giving Jamie everything for 18 years he only moved in with her when she became so ill in later life that she became so dependant on him, I clearly remember him saying to me as i picked him up the day he moved back in with her " She could have thrown me into a home like other parents do so they can have their old life back but she raised me on her own took me to school then went to work before picking me up and taking me home just to do it again the next day and the day after that Jamie wanted to keep the house he was raised in by his mum for the memories yet his pleas to pay off the arrears and keep his family home fell on deaf ears with the local council their reply ? " You're not the first and you certainly won't be the last" how can these people look themselves in the mirror I have a fabulous idea !!! If people are being evicted as a punishment for falling into debt due to being on benefits let Her Majesty invite some poor soul to move into Buckingham palace until they find other means of Accommodation as i hear the Palace have a few bedrooms they could rent out ??? The CEO in question is identifiable as the main speaker from the video footage below. I do not know her name. She regularly operates in the Larkhill area of Blackburn. Complaint: The incident I raise complaint about occurred on 14/04/15 at Larkhill Health Centre. The video footage of this incident as filmed by me can be viewed at the following link: m.kzbin.info/www/bejne/jZ2zqXiCYsygiq8&client=mv-vf-uk&safesearch=always I have concerns about the conduct, integrity, fairness and fitness of this CEO to perform public duties. What followed was a surprisingly aggressive, provocative and intimidating reaction from the CEO. The CEO firstly attempted to obstruct me from filming their van still parked on double yellow lines, she held her own camera directly towards me, accused me of obstructing her exit and harassing her and threatened to report me to the police. It is clear from the footage that neither do I obstruct and neither do I harass the CEO. I ask that you investigate the conduct of this CEO and share your findings with me. I specifically ask for your comments/ responses to the following material points: a) Is it accepted that the CEO's van was parked on double yellow lines? b) Is it unlawful for the public to film CEOs and their vans at work? c) Did my filming constitute 'obstruction' as alleged by the CEO? Did my filming constitute harassment? d) Can you confirm whether the recording taken by the CEO has been forwarded to the police as stated to me by the CEO? If so what was the outcome of their investigation. e) Has the CEO's recording ever been reviewed by anyone within your offices and if so what was the outcome? f) Can you supply me with a copy of the CEO's recording, preferably on a DVD. g) Kindly provide me with the relevant policy documents and guidelines governing a CEOs use of their camera to record members of the public. h) Confirm whether the actions of the CEO including filming me, obstructing me from filming their van, threatening to report me to the police and falsely accusing me of obstruction and harassment constituted abuse of authority and/ or fall outside the conduct rules applicable to CEOs. If so, can you confirm what disciplinary/ remedial action has been taken or will be taken against this CEO by those responsible for her supervision? i) Can you say whether and if so how many complaints have been received about this particular CEO since her employment with BWDBC? j) Can you say how many parking contravention notices have been issued by this CEO since her employment with BWDBC and of those how many have been the subject of appeal and how many of those appeals have been successful? k) Would the CEO consider providing an apology for her conduct and / or tender her resignation? Kindly note that requests f), g), i) and j) above are submitted as FOI requests under the FOIA. The thuggish, gangster like and dishonest attitude of this CEO has caused me unspeakable anxiety and distress and has totally demolished my confidence in the traffic policing system. In recent years there have been many traffic wardens caught issuing tickets incorrectly. I once met a taxi driver who was given a ticket because he was parked in a loading/unloading bay, while unloading stuff for his daughter's birthday party. Traffic warden said it wasn't her problem and he had to pay the fine. He appealed, and the court basically said the traffic warden was an idiot and she never should have given him the ticket. apparently she was notorious in that area. she once gave someone a ticket claiming they had parked at a junction of two roads, but the two roads were a mile apart and parallel!

You have asked for specific questions to be answered, some of which are submitted as Freedom of Information requests. I can confirm that your complaint has now been investigated under Stage 1 of the Council’s Corporate Complaints Policy and this letter details the departmental response to each of your questions. a) Is it accepted that the CEO's van was parked on double yellow lines? The CEOs vehicle was parked within a private car park where there are yellow line markings. There is no Traffic Regulation Order for these lines and there are no notices for private enforcement detailing the terms of using the parking area, therefore the vehicle was not parked ‘illegally’ at the time the video was made. As can be seen below there are no restrictions within any of the parking areas in this location ( ). b) Is it unlawful for the public to film CEOs and their vans at work? The owner of the footage cannot further distribute (including uploading to social media) without the consent of those in it. This is personal data under the Data Protection Act 1998. In accordance with Data Protection legislation consent should be obtained from any individual who is the focus of a video recording in order to process his/her personal data fairly. c) Did my filming constitute 'obstruction' as alleged by the CEO? Did my filming constitute harassment? The CEO expressed concern at being filmed but has chosen not to take this any further, therefore it is considered that no harassment in this case occurred. d) Can you confirm whether the recording taken by the CEO has been forwarded to the police as stated to me by the CEO? If so what was the outcome of their investigation. No, the recording has not been forwarded to the Police. e) Has the CEO's recording ever been reviewed by anyone within your offices and if so what was the outcome? MOT Test centre? No Council is responsible for MOT testing. Garages are all independent and fully certified before they can test for the government. They are also regularly visited.

Theweescot Blackburn council have there own MOT test centre on davy field road. Most council's have test centre's.
