So generally high NOX emissions indicate a lean running engine which may be the case since you noted that your highway mpg was 30! I'm not sure if thats normal for that car but I wouldn't think that it is. Anyway something that comes to my mind that would cause a lean run could be a stuck EGR valve letting too much exhaust back in the intake. Another reason I suspect the EGR valve would be the miss at low RPM and smooth run at high RPM because the EGR valve is only suppose to be open at high RPM and if it is stuck open it wont run good at low RPM. Hope this helps I cant wait to see what you find!

yeah get the Harbor freight tube brush set and some carb cleaner and use the brass tube brushes to clean out the carbon thats in the EGR ports and the intake ports I bet there is a lot in there.

i have a 97 tsi awd, and 30 is not crazy for highway. Usually gets around 27 mixed driving. 25 if you go nuts with it.

You might want to add replace both driver and passenger door handles to your list because if they're original they are going to break there are KZbin videos out there on how to prevent them from breaking but if they're original they are toast just like most of the engine connectors under the hood

I’m literally doing the same thing with my 1994 Plymouth laser RS non turbo, can’t get it past emissions , no check engine but loss of power, so I’m looking at a catalytic converter replacement, sucks because most don’t have CARB numbers smh.

When you said that you were driving it and past 4K rpm the boost falls off my 99 dsm does the same thing I can’t figure out what it is that’s making it do that it doesn’t feel like it pulls all the way through a gear

It's just the small turbo bud. If it's the original t25 aka t2small if you check for boost leaks and bolt on a 14b without absolutely anything else done. You will know exactly why the 14b is considered one of the best all around Street turbos for 1.8-2.4 displacement engines. It works great on my 4g and k24 Honda. Instant 10psi of boost on the Honda.

It's been a long time since my county used the sniffer and rollers to test emissions. Now they just plug in and check readiness monitors. I had a catless car with an o2 fooler pass no problem what a garbage system lol.
