TBF, Plankton was pretty intense in the movie, causing true harm to basically all of Bikini Bottom, so I think the ranking is warranted.

You also have to consider that his act in the movie was the exception, not the rule. Almost all the time in the actual series proper, Planktons a complete joke whose biggest endgoal is just to steal a burger recipe and fails constantly at even doing simply that.

Honestly I can understand if people don't like it since the show is kinda mostly filled to the brim with toilet and duck humor. It's one of those "was probably good for a time but didn't age well upon rewatch" kind of shows. The antagonist is someone who presents challenges or obstacles to the protagonist. For example, in Beowulf, Grendel was the antagonist. However, in the story Grendel, Beowulf was the antagonist.

Angelica is their leader because she’s ironically the oldest and, even though Plankton is smart, she is more vindictive because of her years of pent up rage about being permanently 4 years old and being unable to grow up beyond brief stints as a 13 year old. Swiper is her second in command, as his mind was the easiest to corrupt, and Amon from The Legend of Korra was a high ranking member and was a father figure and close confidant of Angelica until his defeat. She calls the organization of villains “The Orange Bloods”, and aspires to one day have as much power as Vito Corleone. However, The Orange Bloods are more of an extremist group than a mafia family, and the villains are far more independent from Angelica than the Disney Villains are from Maleficent. The goals of the two groups are also very different. While Maleficent’s goal is to take over Disney and eventually the world through a corporate dictatorship, Angelica’s goal is simply to spread anarchy.
