Meaning she is limited to the matter in the universe itself so she is universal at her peek. What she could do to break that limit is to learn biokenesis as a subset of matter manipulation and then copy the powers of a reality warper stronger than her if there is a genetic component for example she could go to the marvel verse and copy mutant X genes from someone like franklin Richards then she could actually become multiversal but she couldn't copy magic or a divinity which is tied to the soul of a diety you can't for example clone Ares and then have the divinity of war.

as far as I'm aware: according to comics explained, any entity/mutant/thing that can warp reality even on a local scale like Twist is Omega level at the bare minimum. Personally i'd put her up there with her Magneto or Invisible woman as her lower limit and an upper limit on par with Sentry or even Mad Jim Jaspers if the writers wanted to get super crazy with her powers.
