People have been beaten up and robbed in the neighborhood for gang initiation purposes so I thought it would be best to call 911. As soon as they saw me with my phone they scattered. I even told the operator this was not a life or death matter but somebody might get hurt. A officer was sent to patrol area so not all 911 calls are absolute life or death situation but could be.
