It's called meta, as in "beyond" the actual narrative. The 4th wall is the tv screen (when you look at a room within the tv as a viewer, you can only see the three other walls at any given time as the camera should be in front of the 4th one, effectively replacing it), if a character within tv acknowledges the existence of the 4th wall (if they directly look at you, or refer to you for example like deadpool does when he talks about the actual plot of the movie) then they'd be breaking the 4th wall. Nothing in that scene is referring to the nonexistent people "out there" (the viewer), so nothing is relevant to the 4th wall.
