Good video. In other videos on other channels, I see lots of folks who try to record inside municipal buildings are woefully uninformed and unprepared. They often boldly assert rights that they don't necessarily have, quote the wrong laws, and many of them are as obnoxious as possible, especially once they are challenged. This was a well above-average video. You had a good familiarity with your state and local laws, didn't overplay your hand, and stood up for yourself without adding a bunch of contrived drama, and still ended up with an interesting video. And unlike a lot of other videos, where guys who don't actually know what the law really says take a victory lap for "educating" public workers, in this case, those folks did actually learn something new. I think the issue of audio recording from outside the rail, at least in instances where a voter's name could be heard from there, isn't as clear-cut as you or the onsite supervisor suggested, and might not be as clear as the SoS representative you spoke to on the phone thought it was. However, because the polling place is undoubtedly not a public forum for First Amendment purposes, the state can restrict your First Amendment rights as long as the restriction is rationally related to a legitimate government interest, and is viewpoint neutral. Even the SoS's strictest interpretation of section 76 would likely meet that standard, so the First Amendment would not trump the statute.

I recently voted at the town library. I noticed the "No Campaigning Beyond This Point" sign on the sidewalk next to the parking lot. I walked about 75 feet to the front door and another 100 feet to the polling place. After voting on the way out, I noticed a 3X2 foot sign next to the front door (inside) advocating for the mileage proposal on the ballot. I turned around and asked for the head polling person and asked why they were allowed to have the sign for the Mileage that close but the "No Campaigning" sign was 75 feet further away. She told me they measured the sign that was next to the parking lot through the building wall to come up with the distance requirement. I told her that the next time I saw it, I would get a sign for a political candidate and stand next to the pro-mileage sign. I left and then swung back a few hours later and the Pro-mileage sign was gone.

The "no audio" relates to a place inside the polling area/room that is designated for observers, that's why it refers to "behind the rail". So, that would be across the threshold, inside that room where the people are voting, they'd have a specific area sectioned off with a rail (barrier, tape etc), and while actually inside as an observer you can't record audio. Technically being just inside the front door is "behind the guard rail", and they're trying to extend the limitations to ANYWHERE outside of the guard rail. "Behind the guard rail" only applies to being inside of that room, once outside of the room the guard rail is insignificant.

It's a peculiarly worded statute, but Section 76's audio prohibition does not have any language limiting its scope to inside the rail. It does, however, only apply to "names of voters not yet checked as having voted..."

As a Warden I wear my first and last name across my chest. Personally, I'm not bothering people taking selfies or pics of their ballots. I honestly don't think it infringes on anyone else's right to vote. If someone complained, I'd address it. However, I definitely would not allow even the Lt. Governor to vote wearing a button with a political message. And I walk the perimeter every hour looking for signs. I had an Officer try to throw people out after polls closed and I had to educate him that anyone is welcome to observe the closing process. They used to lock the doors right at 8 and I had that process stopped. As far as these folks, they're paid very little for a 12 hour shift. They likely had training once 4 years ago. It usually isn't done every year and if it is it focuses on the ballots and who gets what and how many you can give out ECT. You definitely shouldn't assume they know all election laws. You can expect more from Warden but definitely not the workers or even the police sometimes.
