Demonstrations against inflation have been called off in Pakistan-Administered Kashmir but organisers want a general strike.
Civil rights groups say the action is to protest the killing of three civilians during riots.
Thousands in Muzaffarabad have been demonstrating since Friday, against soaring living costs.
Rallies calling for government subsidies were confronted by paramilitary troops.
