I have a 3W device powered by USB 5V but its giving out too much output. Can i use this to regulate or step down the output voltage to say 3volts to lower its useful output for 24hrs of continuous usage?

Yes it will work fine with your 3W USB device as a 3V step-down module (24 hrs. continuous usage).

Just got one some hours ago, but it doesn't get past 18V output, dials down to 12 automatically.

What is the max amp output of this module

I measured a max output current of 0.6A at 16V. The max output power of the module is almost 9.4W
