It's my understanding these can only pick clockwise which can then allow for decoding or plug spin -- is there really no way to develop it too pick counterclockwise?

Not really, as the angle of the tool approaches the lock it runs from 7oclock to 1oclock, as the picking wire slides down from the right hand side it will always pick better clockwise
