Do you only flip your tortillas once? I've been watching a ton of corn tortilla videos and they all did 2 flips with the puff coming on the second flip. I've made 2 small batches, enough for 8 5" tortillas each. The first time I followed a recipe that called for salt. None of the tortillas puffed, but they were tender and tasty. The second time I basically followed the directions on the back of the bag. These puffed somewhat anyways, some better than others but none got the big puff. These ones seemed bland and more chewy, but, this could have a lot to do with the fact the first batch was used for tacos and the second was served with butter with dinner. Taco meat and salsa hide a lot of mistakes, lol.

Try the traditional hand patting method. Pat, pat, pat, turning as you pat from one hand to the other until it is a nice size. Takes practice but it does not require a tortilla press or any plastic. 😊❤
