A repair at state side also allows for parts, and equipment that you would not send anywhere near the front. You can isolate the vessel, and make your upgrades out from site.

During the yard a percentage of crew maybe 30 percent transfer out. Then new replacemenrs come in. The crew helps install the upgrades so they become SMEs. Or go to school
