Petroleum is inherently corrupting. Not just in Uzbekistan.

That is so true, still doesn't make it right. The Uzbekistanies must be ignorant of the corruption, or institutionalized to view corruption as culturally acceptable behavior, or maybe afraid of the state to protest. Frustratingly sad state of affairs.

Petroleum can be corrupt but especially in Authoritarian countries, where power/ money is stifled off to the few … ( eg. 🇷🇺 ) … 💙💛💙

That's funny because we in Russia, unlike the "developed" EU/Australia/other western countries, do not wear coats and boots inside our homes in winter. +23C air temperature, hot water, long shower or bath sessions are available even to the poor ones. BTW, Ukraine does not have any petroleum but it's still one of the most corrupt countries in the world. They manage to steal even military aid during wartime.
