9/10 homeless people are there because of their own doing, sorry to burst everyone's bubble. You can be in and out of every rehab center but unless you truly want it you will never get clean. There should be strict guidelines in order to get the benefits(drug testing, a job application quota to be filled out, etc..). Don't hand people shit, instill a healthy lifestyle and work ethic.

My sister is an alcoholic, she has a lot of addict friends. They get given every excuse. Never blamed for their own actions. What people don't get is most of these people are having a good time. When they're high that is. My sister will have people over on a Monday afternoon. Music going, drinks flowing. All paid for by our government while we go off to work. Her and her friends don't want to deal with real life. Having to pay bills, show up to a job, deal with a boss etc. That's all it is 🤣 Over time the consequences of these actions start to creep up, and they just block it out. That's where it gets worse and worse. These people that treat them all like victims are hilarious.

So taxpayers should fund a house or apartment or whatever it is for someone so they can go pay a very cheap rent so they can buy their drugs? They're most definitely should be a monthly drug test. A random drug test for the people going into these housing so they can be monitored and make sure they don't fall off the wagon. I don't want my tax payer money going to support drug addicts so they can live in a better place than I can afford right now

I would argue that having a person off the street vs on the street the cost in reasorces for an unstable individual increases the burden on the average tax payer through medical, police etc. Dealing with the root of homelessness cause ultmatly causes reduces the burden on society. this doesn't mean that we can't incentivise people to do better through mandated education and rehab programs etc. if they accept to be on the program.

You raise the most valid point. Better then you can afford. Why can't you afford it? Because greed keeps pushing up prices and greed is keeping wages stagnant. Why so many homeless? Why are so many people on drugs? Why are so many people looking for escapism? Because life sucks for a majority of people and this class war is only getting worst not better. When you have a happy/healthy community, people look out for each other. When you have everyone under boot no one can afford their own, how can you help? It's simple and common sense to me. This is by design.

She didn't give a direct answer, but every talking point she makes pretty much shows that her answer is a hard no. First, she claims that the inability to afford homes is the root cause of homelessness and insist that housing should be secured first before they are treated. (as opposed to the idea of fulfilling preconditions BEFORE they are given housing) Second, she portrayed the 80s Sobriety Program (which imposed preconditions) in a negative way. At some point, it seems like she's even blaming the failure of the program on those very preconditions. Third, she brings up the success of the Housing First program in Ohio, but here's the catch. She admits the specific group of homeless ppl are "working households with financial struggles" (So she's not even addressing the drug addicts and mentally ill when she claims that Housing First works)

You cannot expect a drug user to do anything but drugs. Drugs will lead to homelessness. People need institutional help with drug abuse to get clean. Once clean these people need to find work from the institutional level and then become qualified for housing with a gradual transition back out into society. They must be taught again the responsibility of paying bills at the institute and saving money for housing and working to feel productive.

Not just a drug issue. Many other issues, most commonly alchol, are the primary problem. When my children were small, my alcoholic mother would jump from alcohol home to hotels or motels usually with another friend like her. Eventually when I was 23, she landed in some hotel/apt place, was drunk, passed out and both her friend, herself and the dog died in a fire they started by smoking. It burned the whole unit down placing others in harm as well. My mother did not want to quit and attended many AA programs and medical/psych assistance. That is the way it is. Sticking these people in little individual rooms or houses without really good treatment and support, well they will not have a chance and repeat the cycle causing mayhem, devestation and death along the way.

I don't know if this helps at all but it is generally accepted that alcohol is classified as a drug. You notice that they use the word "substance" to be more inclusive in regards to recognizing alcohol as an issue also.

Truth so many can relate but hide the truth and at the end of the day wen someone puts another life in jeopardy it shows the disregard to life so why do tax payers have to support this lifestyle? Let's use that money for the hungry stressed out kids who dnt rob or sell the same dope that took they family and how the hell is alcohol legal that sht will ruin ya life! It is ridiculous to say people are homeless simply because they can not afford market rate homes. I live in DTLA and the entire skid row area are full of people who can not wake up in the morning, go to work, pay their taxes and rent even if we gave them rent that was half the market rate.

I spent WAY TOO MANY YEARS reading confirmation-biased "research" I studied in Cambridge where just saying that "research shows" without citing the "research" just didn't fly. I can't (can) believe that those bleeding hearts are suggesting that homeless folks should NOT have to take drug classes as a condition for housing. Then she throws in the red herring of the 80's "stairstep" approach. I'd want to know what those "stairs" were and how it relates to a drug addict having to take classes. I'm bold enough to assert that NONE of the women proposing any of that nonsense has had any clinical experience of working with drugs and homeless individuals. I HAVE and can assure you that NOBODY who has would take their position. (Did she use California as an example of Housing First working, WHERE in California?😂)

My dad worked crazy overtime hours so that he could provide for my mom and the four of us kids. I learned from that and I worked crazy overtime hours so that me and my wife could live comfortably. We have been married for almost 31 years and we live in a very nice house that is totally paid for, in a very nice suburban neighborhood, and with two cars that are paid for. We are sick of spending our hard-earned tax dollars on people that want to live their lives on drugs and expect us to pay for their debauched behavior . . .

As a recovering addict (8 years sober) i have to say i absolutely agree with senator vance. I have lived in "no barriers housing". We were given brand new apartments, beautiful apartments with all the amenities you could want. Ive watched people do drug deals in the parking lot. Ive seen people who ARE trying to get their lives together fall back into addiction because their neighbors use drugs, or they see drug sales happening right in front of them in the parking lot. Ive seen people treat these beautiful apartment complexes like their personal dumpsters, letting their kids run wild. Low barriers DONT work! Giving everything to someone and requiring nothing in return DOES NOT help and even makes things worse in some cases! There has to be some accountability, and rules have to be enforced! They bring their problems with them instead of starting over! Cops always in the complex. I witnessed a shooting right in front of us while playing on the playground with my 2 year old! I had to throw myself on top of her because bullets were flying right next to us on freaking playground in our home! I couldnt let my child play outside after that. There is a preschool built in the apartments. The playground is built into a hill, at the top of the hill is the parking lot. Some addict fell asleep behind the wheel and ran his car over the sidewalk and into the playground where my 2 year olds class was playing outside! The school play ground is very small, and a child was almost crushed to death when the car fell into their playground! I have pictures of both incidents to prove this really happened. The addict driving was not charged at all and was let go on the scene. These people are nuts if they think this approach works! I can say from firsthand experience it doesnt! It just makes it hell for the people really working towards a better life!

Up north in our state the homeless are put up in hotels for the winter. Many of these places are trashed, full of needles and need substantial rehab after they leave.

I have helped the same person, not once, not twice, but three times by setting them up in a “new” home. Providing “starter” groceries, clothing, and utilities, plus a vehicle. I led with my heart, and gave them what I felt like was ample opportunity to prove to me that “this time” things would be successful. I was wrong every single time!!! Yes there was counseling, but the same outcome from previous efforts prevailed. I have a heart for people who find themselves homeless, and certainly there are exceptions, but…most of them are there because they choose the lifestyle that produces the state they are in!! They are not victims! The above mentioned individual is once again homeless, and once again asking for help. I will not be providing it this time. Yes I care, and yes I will advise what actions they can take to help themselves, but I have finally learned my lesson. I pray they have too.

Pretty sure this country allocates millions if not billions to homelessness, states included, and the money never seems to end up where it’s intended. State of Washington spends over 3.5 billion annually on the estimated 40,000 homeless. That’s almost $90,000 per individual…..and do they ever see a penny of it? How fucked up is that?

Who's doing these studies, so you want to give a drug addict a home, how is he going to afford the monthly upkeep of the property, does this person have an income stream to use?

Drug addicts don’t care about housing, they care about their next fix. America needs a MASSIVE drug rehab inpatient facility….and if they truly want help then they must admit themselves voluntarily and complete a minimum of a year DRUG FREE! This solves their homelessness problem. Without this, then I say NO to giving homes, apartments, etc. This just gives them a warm, dry place with all amenities to continue their drug use. No one is going to be checking on them…and do you think they are going to get clean on their own and get jobs? Yeah right! I refuse to support drug addicts with my taxpayer money. However, if they are serious about turning their lives around, absolutely give them a chance…but within a controlled environment.

No women in California is fighting for custody of their kids ,California will always go after the father and sign him into a binding contract of payments, if not the state will pay the mother regardless.

Why can I not get a free house? Can I not get a free home because I work and pay my bills and have self pride! I want a free house too, how sorry do I have to be to get a free home , I can be just as sorry as these people, I can start using drugs and drinking alcohol and stealing for a free home, who do I need to contact before I start do these things or do I need to start before I contact someone!

I was embedded in a homeless shelter to learn firsthand. This is one of the takeaways, besides how to make a bomb from a light bulb, homeless follow the benefits. If you don't feed the bears they'll move on. There's a pathology regarding the profile of the typical do-gooder. For They're typically women who think that it makes THEM look magnanimous when they defend deviance. I can safely say that 95% of them DON'T PAY TAXES, they nor their parents live in the areas that they are compromising. There's always an excuse when their make-believe policies fails. The solution is always to compromise more, abolish laws or requirements, but never restrict. But because the country is undergoing God's judgment the courts, media, and legislators (3 professions listed that attract psychopaths) are always present to run interference

The development I worked in was small units without kitchens, no carpets, a box single bed. Behavior health had offices on the ground.

My great nephew left a stable home with a dad who loved him and is now on the streets and we have not seen him for months. It is not homes first. I love my nephew and he is welcome but any place that places restriction he does not want to be.

I worked where we rented to the mentally ill and those with disabilities that were homeless. The rules were that they were required to be addressing their mental illness, which included drug treatment. The units were an abandoned motel that was rehabbed without carpeting and very simple furniture. There was a kitchen in the main building, but limited cooking was allowed in the rooms. Small refrigerators were provided in the rooms also. Some tenants improved their lives, but some failed badly also.

I agree, no matter how much money is thrown at it, if people don't want to get help to stop using it won;t work. the homeless population is not that diverse. California had women's shelters way before this. Stop making this about women. The majority of the homeless in California are drug users and men. I just love it how these women always bring up the minor part of the problem not the major.

Yeah you give them housing in and food indigo selling food stamps and don't feed their kids then their kids go hungry yesterday's be some kind of counseling and control of housing. You need people to check in on him make sure their kids are getting taken care of

People have to want to get better for them to get off drugs. The whole point is to force them to want to get better and them helping them achieve that. Don’t ever allow people on drugs to stay that way.

homelessness is mainly caused by mental health issues and drug addiction, not lack of housing. Give a person with addiction and mental health problems a free house and they'll treat it as such. How many billions have we spent on homelessness yet its worse than ever?

If you incentivize homelessness, you're gonna get more homelessness "We know how to end homelessness, just build more homes lol" this is a grade-school level perspective on the insanely complex issue of why a certain percentage of any population becomes and remains homeless. It'd be like saying the solution to orphans is just handing out free kids. Sure, you might get some nice data sets showing a reduction in the amount of orphans you have, but the original problem doesn't go away and you've introduced a whole new set of issues!

I was on sec 8. I suffered a fire right in the middle of the lockdown. My case worker was no help what so ever. This took place Nov 2020 I have been homeless ever sense. The main problem was the insurance was switch mid lease.

It’s kind of a chicken and egg thing. Yes, a stable living environment helps someone recover. But, if they don’t want to recover they won’t be able to afford or take care of their home. Seems like there’s a real need for assessment and actual treatment prior to just giving them a home

The ONLY way to fix the drug and homelessness problem is to have MANDATORY rehab for ALL drug users. First time caught - one year, second - two, third - three, etc. They would be housed, fed, kept safe, stay free from drugs (overdoses), take care of abandoned cats and dogs, grow veggies, take classes, have religious services, what's there not to like. Let's do it!

The 2nd woman’s research doesn’t pass the smell test. Many, many homeless people have no capability to run a household. I let a temporarily-homeless person stay in my RV, and he ruined it.

What I like about Vance is he articulates his point very well and he does so without showing any disrespect to the people he's talking to. I agree with both sides of this, there's no one-size-fits-all approach and it's hard to address addiction while sleeping on the streets. But you also see places like LA continue to go downhill with the way they've approached it by offering housing before taking a tough stance against drugs and the border crisis.

Since when don't we provide safety for our elderly and our children. The concern is that many of those living on the streets don't want to be housed. There are some "communities" using the tiny house theory that has been successful. When children are involved, there should be a separate community with tiny homes.

They DONT know how to fix homelessness how can she even say that. We recently had a housed homeless man neighbor and the next thing ya know he's doing drug deals outside. Strange people creep'n around at off hours ect. Its not fair.

As a former drug addict clean for 35 years........ All I longed for when I was at my lowest was : detox, I longed to not be sick any more, klinging to life, physically unable to function due to dope sick withdrawals. I longed for a controlled detox.

They need proper rehab first I have an idea for how to do this and I have been working on making my property into a proper rehab facility for homeless. Bootcamp style facility where they are doing community service work. I have some good ideas for how to get them into jobs.

I talked with my dad about this, it's such a hard thing to handle I think because there's 1) a systemic trickle down social / economic concerns that cause homelessness, and then there's those who are homeless due to personal decisions and lifestyles (both of which are deserving of care and a roof over their heads because they're humans after all) There's also 2) a complete misunderstanding of mental health and the role it plays in housing (or lack of) In a perfect world, I'd love to have some kind of housing where the residents support themselves, each other, as well as the future residents. They'd be responsible for cooking, cleaning, changing sheets and general upkeep, in exchange for housing and library cards and assistance on making resumes etc. If only I had a billion dollars lol

If you have any experience with drunks and drug addicts then you know damn well that you had better not believe anything they say or trust them in any way. Studies are irrelevant when experience shows you exactly what the deal is.

Here's a good example of what to not do!! Our city is in the process of building a 6 billion dollar complex and adds low-income housing to the project ,so how will low income families be able to live in the mist of high expenses living conditions !! Can you tell me ?

Senator, not all homeless people are druggies There are many that are educated people and have a job. However, they just cannot afford the rent. The rents must come down. Why dont you work on that.

Maybe some housing but under supervision and after they have proved themselves responsible and drug free. Also this should be done outside the biggest cities. What is missing in todays answer to homelessness is putting any responsibility on the individual and instead heaping money, residence and even drugs on them to solve the problem.

i've seen a video to where they used their food stamps to buy water in oregon, empty the water and return the water bottles for a refund. Then bought drugs with that refund

Until people start actually caring about people and asking why. Why are you homeless, why are you on drugs, why do you need an escape. If we actually wanted to fix this you would find out there are so many people on the payroll that fixing this issue would be counter productive. Until people actually confront the Government for the mishandling of funds and start demanding answers and produce results this will just be another cash cow. #accountability

@@lindapearson4193 I knew this guy who was a day worker. He lived in a cardboard box besides a building. He worked. He came to me one day and asked for some money to get a beer. He told me he spent his money on food because he was hungry and just wanted a drink. So I gave him the money. 10 bucks. He wasn't going to get drunk on 10 bucks. But that, at that time was his life. What you may not know is, if you don't drink any beer after years of being hooked it can kill you. It becomes your life. If you stop you die. Anything in excess can lead you to places you never intended but with lack in education you will wind up there. But education is a premium in the USA. So people who would be smart end up homeless because greed. Don't look down on the downtrodden, look down at the very wealthy who keep us down with gate keeping and price gouging for their own enrichment.

She's a liar. The majority of homeless are not "struggling" households. It's almost entirely addicts and people with mental issues. Just walks the streets of LA, San Diego, or San Francisco, that is all you will see.
