Most will recommend RO water. Imo you can just buffer harder tap water using botanicals and clay based soil to bring your PH down to a 6-6.5

Shrimp eat algae and waste, what are they going to eat in a fresh water column with no beneficial bacteria? The bowl needs to sit a bit to allow life to take hold before adding the shrimp?

Shrimp eat algae and fish flakes. Simply feed them. All of the plants and water came from an established aquarium. The vase is such a small volume that it is cycled near instantly. I've made roughly 50 small aquariums this way with no problems.
