One Piece as a story talks a lot about fate and passing of the torch, I don’t say that I could have predicted Clover to be a D clan member, but it still fits with what the overall narrative Oda is going for.

I still don't really know why KOL thinks the Government losing one CP0 agent and making Kaido mad is such a big deal. One CP0 agent is pretty worthless in the grand scheme of things and Kaido was already someone constantly fighting the Government, so him "getting mad" would change barely anything.
