if a lay person wishes to attend mass in choir, are they allowed to wear a cassock and surplice. Or is that only for the clergy

No. Only priest and alter serves may wear a cassock or surplus. Then, only the priest wears the white clerical collar. When they say “choir dress” it’s because that’s what priest would wear in choir during the old Latin days.

@@Alextheawesification Thanks A lot for the info, Mr. Gibson :). Meanwhile I literally do see lay woman at the novus ordo in choir wearing a cassock and surplice, and trust me they're not altar serving/servers

We've cultivated our own practices in the Polish National Catholic Church...but please remember that oftentimes, regional practices take precedent...like the white cassocks for clergy of the sunniest areas

I see this man is not a Roman Catholic. For Roman Catholics who see this, the presentation is full of errors. The issue is especially complex because one must distinguish pre- vs. post- Vatican II vestural rules, especially as regards prelates.

Definitely not a Roman Catholic - and don't forget that prelates often, well, do what they want, depending on what styles they like. Unless Pope Francis tells them that lace is reserved for wives at home.
