No, people saw the signs before it was to late. "The teacher wonders but she doesn't ask" "The neighbors hear but they turn out their lights" "A broken heart that the world forgot" That's the tragedy and message of the song. There were plenty of opportunities for someone to reach out and save the little girl, but for whatever reason, chose inaction. The teacher didn't reach out ask about the signs that she was seeing. The neighbors don't do anything when they hear the abuse that was taking place. That's what that last line means. Nobody did anything despite having ample time to do so. The song is telling us to not ignore the signs until it's to late.

not sure about this though. She only has one sister and I looked her up. She is not in prison and she is a nurse. Her sister's name is Gina Schiff - I really think this is a true story or based on a true story. So confusing how it could be her sister that did this. She would be in prison right now for murder but instead is not and is a nurse. Look up her name so you can see for yourself.
