They are supposedly overseen by the state in which they operate, but, I know a few corrections officers, and they've told me in detail how little training they actually get. I used to be a Detention Deputy, and we had two isolation cells like this. We just looked in the window at the floor to make sure the drain in the floor still had all it's vent posts, just in case someone broke them off to use as a weapon (which has happened, not to me, but that's why they started counting the drain posts) There was no need for this amount of force. Obviously you wouldn't do that alone, that's a huge safety risk, but with a few officers for back up, you could take care of this by just going in there, or you could just wait until they calm down, or wait for the nurse to come by to see if they snapped out of their episodes. Multiple options that would've been safer for everyone involved.

I’m a retired U.K. prison Officer and I can’t believe what I’ve just seen. It’s incomprehensible to me that these officers carry guns at all, but to see one used in a situation where it could NEVER be justified is beyond me. The guy was in his cell and he was no danger to anyone, so for this coward to put his gun through the flap and shoot him should result in an attempted murder charge.
