I doubt that the police officers involved in this consider the story to have ended happily. I can easily believe that they're relieved that it didn't turn out any worse-but, if they're decent human beings, they don't consider a robbery, a dangerous chase, the firing of more than a hundred bullets, the serious injury and likely long prison sentence of one person, and the violent death of another, to have anything to do with a happy ending.

It’s a small group that wants it to be gone completely, most of us just want it reformed to be better, they did what they were supposed to do in this situation, but in domestic and mental illness crisis they show they can have little understanding of the situation, so more training needs to be done. Sue the police when it is needed so change can be enacted but it also needs to stop coming out of tax payer money and directly out of their retirement and pensions
