Armstrong is doing what he thinks is the right thing, much like MCU's Thanos. Definitely a villain with no arguing, using whatever methods they see fit, but not fighting for a malicious cause. They weren't broken or influenced, but they think what they're doing *is* the only way they can succeed. In a way, they're the heroes of their own stories which is how they're so compelling. A category like "misguided" or some better term fits as far as I look at it

For shepherd, at least in 2009 mw, he was more broken. He mentions about the men he lost when Makarov launched the nuke in Afghanistan. He had to kill task force 141 because he knew they wouldn't have listened to what he had to say. The DSM he recovered had details on him sending Allen with Makarov, which would've put him in the wrong light, he had to cover it up or else he wouldn't have the chance to get Makarov himself. Covering up a mistake basically. Ntm he was friends with soap and ghost and was a member of task force 141 himself, it would also have hurt for him to kill old friends. That's my 2 cents.
