As long as I know they are free after business hours. Unfortunately all pets have no perfect freedom, I think. So at least we should give them a lot of love. I am not sure what is perfect answer about this.

Nope. Owls don’t belong cooped up in a building unless they can’t possibly live in the wild. They are not domesticated pets.
