What does that little other belt control that shares the same pulley as the water pump?

Just watched the video ' with the supercharger clutch how it works , if this does not work , can it stop the engine giving full power , and will it go into limp mode. I have a mk 5 VW golf 1.4 tsi GT twin charged . The thing is with my car I had a new down Flexi pipe fitted , which they did , but he said he moved the car about a few times , then when he comes back to it , it would not start , anyway he told me he put it on the diagnostic reader and it came up that the cam chain had jumped on the teeth , so he checked the valves were okay and did a compression check , all was okay and he fitted a new cam chain and tensioners , now when I went to pick up the car it was fine , but when I go higher in the rev range , it goes in to lime mode , the engine runs and ideal is fine , but as soon as you get to 3000 revs it goes in to lime mode. U car has done 106000 miles and that supercharger clutch has never been looked at , I notice I get a squeak sound when excelerating , could this be supercharger clutch playing up and wants replacing , the garage did not charge me for the cam chain and tensioners. I know if the call rolls back in gear this can knock the timing out , I feel this happened and that's why he did not charge me for the work he did, and only charged me for fitting the exhaust down pipe. If you can help me with this problem I would be very grateful
