Fleeces generally aren’t wind proof. Put a hard shell over ad it’s fine

In my experience in either work or below freezing running, a fabric needs to breath. Even an uncoated nylon shell will collect moisture. Typically, I have a service vehicle near at hand or my home is a mile and half from were I stop my run so I can get away with imperfect moisture control.
