Basically the USSR wildly overstating the capability of their own aircraft and getting the US to invest and design a new aircraft in response to match. Particularly the MiG-25 was advertised as the greatest innovation in aircraft superiority since the Me-262, in reality it barely even existed as a functional prototype and was fairly mediocre when they finished way beyond budget. Meanwhile the F-15 developed in response was actually that great leap in air fighter capability and design.
