I went to Rwanda many years ago and had similar experiences. Most places in Kigali were either super expensive or wouldn’t let us stay there because the government didn’t want tourists staying in cheap hotels. Transportation was also a nightmare with few buses and no set schedules. The mountain gorillas were great though so that made it all worthwhile.

Maybe the Hutus and Tutsis conflict from 1994 still has an effect on the people of Rwanda that keeps them so reserved to other people. That kind of horror could linger on thru generations.

Sorry about your experiences. I have to say I absolutely loved Rwanda. I loved the people and the place. Maybe as someone from the UK I am a bit reserved and didn’t notice them to be but it wasn’t my experience. I have travelled a lot around Africa ( except the south ) and I have to say Rwanda is one of my favourite countries.

The reviews come from the hotel owners and workers not from actual customers and some hotels will only post their best reviews. I like to always arrive by morning look at hotels or Airbnb's ,then purchase. They still can scam you so be very careful.
