This would create a financial incentive for unions to hold their members accountable and prioritize ethical behavior within the ranks.

I already knew the innocent woman was black when I saw the officer's face. This sort of crap happens all the time. Police agencies need to stop hiring new recruits just because they have a high school diploma and a driver's license.
