The writers of South Park have purchased the real Casa Bonita in Colorado, a place they went to as kids, and are renovating it (probably at a financial loss) to save it from going into the gutter. This episode is a bit of a take on that. Kind of saying that they're not really doing it for financial gain or the community, they're doing it for personal satisfaction as a passion project... which is kind of what Cartman does in this episode, he's just doing it all for himself.

Nah, he genuinely wanted to use it as a money making machine at first, Cartman is always obsessed with making millions of dollars. But once he realised it was impossible to employ staff willing to work hard for minimum wage, he gave up and basically told butters "Tough luck"

This is an interesting take on Startup culture and about having bosuness financed by taxmoney. Money from the workers (Butters) goes to entrepreneurs (Eric and Kenny) who spend it leisurely on food, "conferences", "Business trips", expensive offices and utilities. All of this before they have even a vague idea if the business is viable. In the end, after spending Butter's money, they just say "sorry it didn't work" and there is zero accountability and no risk to Eric and Kenny. Same goes for politicians. It is easy to spend someone else's money. They also make fun of the "Fridays for Future" movement of kids skipping school to protest nothing being done about the climate.
