I think this statement would be more coercion. Because most fishman still harbors hate against humans. Luffy would want everyone to be under one sun getting along. But some don’t want it because the island serves like a prison and they got used to it. It’s a reoccurring theme since pre timeskip. The way how nami’s room got destroyed by luffy so she could be free, sanji shackling himself on the restaurant, chopper(coercion to join), robin (destroying that shackle of the wg), there’s more. The problem with just destroying the Red Line is that isn't how water displacement works. If all of that rubble fell into the sea, given that there's a substantial amount of it above the sea, there would then be even MORE of it now in the sea making sea levels rise even further - drastically even. This might be too long for a comment, but here's my thought. Regarding your theory to freeze the sea to lower the water level, it reminds me of a nickname given to a planet. From what i read, Uranus is the coldest planet in the solar system and often called as 'Ice Giant'. Uranus happened to be the name of an ancient weapon we've never seen yet. What if Uranus is capable of freezing the sea? What if Uranus is an actual living giant like Oars and has a freezing related ability? This reminds me further to some possible hints that Oda made about 'ice' and 'giant'. First, we saw in Thriller Bark that Moria keep a frozen giant as one of his zombie. Second, we saw in Punk Hazard that many ancient giants were frozen inside the lab. Third, we saw a giant straw hat in a freezer room in Imu's residence. This might be a stretch, but i think these are some hints about what Uranus really is. (Also, remember that the World Government experimented with gigantification? I think they know and want to create their own ancient weapon.)
