I'd understand if a catastrophe came out of nowhere with no warning and people were stranded without necessary provisions but everyone had weeks worth of notice and it's not evening raining at the time of the broadcast. People had more than enough time to evacuate or stock up on necessities. The apartment complexes look completely undamaged and perfectly fine. Those people were just using the situation as an excuse to literally trash and rob someone's store. I understand that it's a large retail chain but that doesn't condone breaking in, trashing everything, and hauling laundry baskets full of stuff ten feet across the street to your undamaged home.
