Sure, but the Custodes would no longer be guardians of the throne, but the honor guard of his new crusade. The inquisitors would be a little under gunned against them and the Astartes aren't exactly friendly to the inquisition either. The Astra Militarum would be pragmatic, who are they more scared of? Custodians and Space marines or the inquisitors? It could well be the end of their reign of power, work with the reborn Emperor or be destroyed.

If you think about it, the Inquisitors power is an illusion, as individuals they are fairly strong but rely on their ability to claim control over any other imperial assets, if that power is revoked by the emperor, they just become a fairly small group of strong individuals. They probably number around as many as the custodians, and as individuals are just as strong in the most part, however are likely far more diverse and likely to be split into many sub factions, with split loyalties, were as the custodians would have no such divided loyalty. Also the astartes outnumber both groups by possibly as many as 1000-1, and they would likely all declare direct loyalty to the emperor himself, god or not, especially if Gulliman declared him to be the real emperor.

If the Emperor were to return, something extremely strange would probably happen: The warp is fueled by emotion. Piety is one of such and so, the belief in the Emperor those trillions of human souls have is likely part of the reason as to why, despite His ruined state, He still endures. If He were to die and reincarnate anew, He would likely be similar to a living Warp God, the embodiment of Order. Makes you think, doesn't it?

The idea of him balancing out the Chaos gods is an old theory. It has some credence to it given that the Emperor, with his primary ambition to destroy Chaos and protect humanity would be a singular powerful consciousness directing the mass of human souls to a common goal.

Piety is not a human emotion. Piety is a concept about which humans feel emotions (in my case borderline contempt). Regardless, it is the subject of those emotions not one of the emotions themselves. Human emotions are love, fear, hate, anger etc. Piety is simply one means to express or channel those emotions. It is an irrigation channel, not the water behind the dam.

With religion fully eradicated, humans able to use the Webway, advancing their technology non-stop and Chaos Gods starved out, there would simply be no need for a god or demigods to lead the humanity. But then Horus Heresy happened and everything's gone to shit.

And even if they did enter the webway they would have to enter a protracted guerrilla war with the dark eldar and probably cegorach and his harelquinns, not to mention the fact that the webway is falling apart on its own, who's to say that the chaos gods wouldnt have punched a hole in it somewhere else Also the hours heresy happened because the emperor treated his sons as tools and also refused to help them with their various physical and emotional problems in any meaningful way, konrad was rapidly descending into insanity due to his uncontrollable visions, and angron was dying from the butcher's nails.

It's also worth noting that Guilliman's biggest disappointment of big E's behavior was that Emps "lost his subtlety". While I suspect he would recover if his soul was reassembled, but considering the level of pain and suffering he is under right now, that may well be affecting his ability to think and plan like he did before. There is also the fact that even Vulcan lost his mind for a bit after his perpetual nature brought him back.

The emperor is shown throughout warhammers history to have an overwhelming effect on people that if it doesn’t instantly convince them of who he is it at least opens them up to giving him the chance to prove it. If he returned he would start to sort things out very quickly and probably do a very good job. Weather or not it would be enough to overcome the tyranids and chaos in time to save humanity is another topic.

I think the Emperor would probably just want to rest a bit after the entire ordeal he went through for over ten thousand years. Say, an year or two full of sleeping, meditating, eating and slowly-but-surely gathering together his fragmented psyche. Guilliman can keep things in place while he heals. The way I personally imagine is similar to the old fluff; that Big E did care for his sons, albeit in a stern and somewhat distant way; but that in order to battle Horus, he had to cast out all his compassion and care from his being. And thus, what Papa Smurf met on the throne, was an Emperor devoid of his emotions, a being of cold, ruthless and remorseless logic- a being that without that compassion and care, did indeed see his Primarchs merely as tools.

Oh and the Beast would die. I mean as soon as he hears about him the Emperor would personally lead the Custodes into fighting him. Possibly then things like Segmentum Solar being united by webway could happen and anything more taking obscene amounts of time. Really a victory with the Emperor alive and fine resets the board, sans a lot of cleaning up the mess.

Remember his drastic outbursts of rage when he "disciplined" Lorgar? Or when he believed that Magnus was traitor instead of Horus, even sending Leman Russ to Prospero in full force, knowing full well that LR hated sorcery deeply? I could EASILY see him becoming so enraged that the entire palace would rumble constantly like a quake was threatening to tear it down, and he would appear to speak calmly, but is in truth seething with rage. Very Likely: Shock & awe at his return, his Custodes bowing, there are hundreds if not thousands of people who are deeply religious start to spread religious symbols, flags, etc all over the place. His eyes open. And for a moment he looks normal, but then his face visibly changes to disgust, horror, and then to seething rage. He would shout with a thunderous roar, "SILENCE!!!!!" Then call up a Custodes, "WHERE ARE MY SONS?" And he would be told of the traitors, the sons that fell & were lost, then mention that Guiliman was around. He would demand that Guiliman come to him immediately. Afterward he would demand that "all this religious nonsense" be removed from his sight at once, possibly even crumble up the Seals that are on him. After everything is removed, he would demand everyone but his Custodes be removed from the Palace at once, and no one can enter except Guiliman. Everyone, from the most stalwart of Custodes to the lowliest allowed religious citizen would be trembling, they knew the Emperor was deeply enraged, and they could only imagine what wrath he would unleash. After Guiliman's arrival, even with the doors shut, people outside could hear from the throne room of Guiliman shouting, cursing, and accusing Guiliman of allowing his Imperium to fall so deeply into superstition, religion, nonsense, the very thing the Emperor had fought for millennias to purge, the very thing he disciplined Lorgar for, etc. A Great Purge would be enacted. He would call for the arrests & executions of the organizations that enforce these religious beliefs. He would make it clear with at least a dozen new laws that says "Religious & Superstition is NOT of the Emperor but of Chaos". Along with these new things that would happen, the Imperium would be fractured, a new more brutal and blood-soaked Unification Wars would begin as there are TONS of factions within the Imperium that would be against this, and YES they definitely would call the Emperor a Heretic, very fricking likely suggest that a Daemon has possessed the Emperor. The Unification Wars, The Horus Heresy, The Black Crusades of Abaddon, all of them would feel like ripples from pebbles compared to the devastation that the Emperor would unleash, and plenty of the Daemons of Chaos would even solidify the possibility of the Emperor being possessed by Malice, and a Final Black Crusade would be unleashed upon Terra with the Four Chaos Chaos more unified than ever before in the annihilation of Terra and the Emperor. The Emperor's awakening would be more apocalyptic than the many Warp Rifts & the encroaching and relentless Tyranids that ravaged the galaxy. The Funeral or Execution of the Imperium would become a reality. And the Eldar would take this opportunity, while the vast majority of Chaos is focused on Terra, to rescue their Deity and possibly even try to slay Slaanesh. And the fact that the Tyranids are drawn to psychic energy, the Emperor's awakening would undoubtedly cause all the Hive Fleets to push towards Terra, possibly ignoring the other worlds and systems they were going to devour. The Emperor's awakening would be worse than the Norse's Ragnarok. The Galaxy would very likely burn because of the Emperor.

A few things, The whole Emperor never loved the primarchs thing i doubt, given the interactions he had with Magnus preheresy, and his conversations with Horus being the Sagitarus in Horus Rises. Treating Horus as an actual Son, and discussing the future and how he wanted Horus to take over when he could no longer bear the Burden of rule over the Imperium as a whole. Honestly, i can forsee the Emperor's return kind of happening like Nagash's return in Fantasy. Deciding to finish his Great Crusade and cutting a swath through the Galaxy and finally taking the fight to the Great 4 on their own ground. Those Primarchs who have been lost returning from their hiatus and turning the tide on Chaos in a way the Gods are not prepared for.

Yeah but that not so simple. Emperor sole existant was to defeat Chaos gods. That why he even forced that weird atheism: if people dont worship chaos gods they weaken them. But truth is only way to defeat Chaos is reset it. When one chaos gods defeat all other warp reset itself. So Emperor only best strategy is to become chaos gods himself defeat other Chaos gods and in way reset warp which would kill him in process. But what Imperium would do without their Mesiah and God? Yep to trully defeat Chaos for atleast few milion years, cause new Chaos gods would emerge aswell, he had to sacrifice himself. And he had delema: if he sacrifice himself he would save Galaxy but Imperium would colapse, or he could prolong his own existance but than Chaos becoming stronger and stronger. That kinda tragedy but it seems he would decide in end than defetaing Chaos more important than just saving humanity. He would awoken and began one last war. Defeat CHaos and die. Imperium would be rulled by Terra Lords, but they would start Civil Wars, with time Primarch would even try take Emperor position try replicate Imeprial Cult. But their empire would be much smaler and smaler. Tau would growing stronger and stronger, new alien speicies come to galaxy. Basicaly Imperium without Emeperor wait same fate as Byzantine Empire. But who know some last flame of Imperium cult would have still beleives that Emperor may reincarnate one day and help rebuild what left from Imperium of Man once more.

Regarding a more dictatorial mindset: Let's not kid ourselves. Even during the time of the Great Crusade, when science and reason were propagated by diplomacy and most often force of arms, the Imperium was a fascist and feudalistic dictatorship. It was ordered, it was safe, it was much more advanced and regular people perhaps lived better. But it was never free. Perhaps the Emperor plans to eventually free humankind, once all its enemies - external and internal - are dealt with. But he was always dictatorial and would definitely resume being so, if he were to come back.

Not like he has a particular choice on that considering the populace worships him as a god and the high lords have shown to be completely inept so he would have to take absolute charge if he even hoped to get anything done. That aside the Imperium would have no choice but to be feudalistic until a webway of mankind is completed due to the nature of warp travel requiring the Imperium to be built upon a neo-feudalistic concept. That aside depends on how we define "free", if we mean freedom as "the people have the freedom to choose their own government" yeah that would never happen, setting aside the backwater feudal worlds, the Imperium itself would collapse overnight if something like that was implemented (which couldn't exist in any sense of feasibility without a webway). Individual Imperial worlds can and has implemented democracy on their planets but it would never work on an Imperium wide scale given how the Imperium is a million worlds strong so the Imperium's infamous bureaucracy would become a million times worse. The closest it ever got was the Council of Terra which the Emperor implemented... and was one of Horus' largest complaints about things as it was "taking governance away from those who actually fought and deserved it and gave power to normal mortals" basically (the Council was different from the High Lords, the latter was what Guilliman made). So the Emperor at least tried to include mortals within his governance which is probably the best he can do without a webway. If we define freedom as, say ability to travel freely then yes that is more or less true for imperial citizens in theory but it depends on economic circumstances and planets and all that stuff, a serf on some feudal planet would not be able to but a middle class citizen on a normal planet might be able to. Freedom to protest or assemble? Depends on planet. Freedom of worship? Sure that exists as long as the Emperor is the god you are worshiping or at least the chief god (as long as those two rules are abided by you can basically worship however you want). That means, for example, "Muslims worship Allah which is clearly just an aspect of the Emperor" and poof, Islam with all its rules and traditions would be accepted within the Imperial Creed. The Imperial Creed is actually hypertolerant that way because everyone with a functioning brain knows they can't enforce a single creed on a million worlds. A lot of the Emperor's plans were contingent upon the webway existing, it was practically the only gamble he had and the only thing he could do. Personally I say "freedom" in the Emperor's mind would be the freedom from the horrors that haunt the galaxy and seeks to destroy humanity so him giving freedom to mankind is him destroying the Dark Eldar, the Tyrannids, the Necrons, Chaos, and anything else. And for humanity to have the power to seek its own destiny which is contingent upon destroying the aforementioned and building a webway. Those are my rambling thoughts anyway.

"second only to his body guards) Voldus (grand mast of GK's) comes and says to get Draigo back emperor goes and gets Draigo because he is only one to break curse. emperor has all the custodies as well and makes the ground troops with GK's (theory) immediately goes and gets Farsight and his troops because im sure he would agree to kill chaos and orcs. (also he is the most reasonable tau) easily goes and makes treaty with tau after. because of agreement to kill orcs and bring peace. Tau guns on imperial stuff (way more potent for kills at range. new command of space marines, consolidate troops into massive single chapter army (reborn sons) maybe name them that. inquisition creates plan to get close to chaos gods. take best gear in astril form and go fight chaos on own turf. black library stuff in there someplace..... maybe figure out how to get lionel back or at least vulcan emperor makes new decree all of mars is to advance tec, not maintain. sends psychic knowledge to mars and has them make best gear ever (if at all possible because of memories) than go kill gods themselves. im sure after he would set his troops on all orcs. than the biggest problem. tyranids. xenos is a maybe depending on eldar bullshit. im sure they would come around to trying to work things out, especially if he makes tau allies as well as killing off most orcs. im also sure he wouldn't want to kill any more planets. he would make sure the inquisition wouldn't have that power any more. than finish the web way stuff...... with the help of the Eldar and the elder counsel. my only real problem in all this is the necron problem. im sure it would be something along the line of taking out and hunting tomb worlds. but that seems way more easy than it would actually be. only real solution i can see is if they figure out how to make a compound to melt or right out kill the living metal. but maybe the death of the chaos gods would help with that process. those are my thoughts. in that order.

If there was no sentimental attachment there and he saw Horus as nothing more than a thing to be used for the betterment of mankind... He would have just nuked him and be done, after all, the fate of the entire galaxy hanged on the balance there (and the Emperor does not have a history of shying away from violence if it means plus points to humanity - as a matter of fact he has committed acts that words such as genocide does not do justice to the brutality of it). IMO, this whole "tool" thing could be just the thoughts of one of his personalities that got separated from the rest of his soul.

The Primarchs were created as tools first and foremost. In fact the Emperor himself was intended as a tool, created by thousands of shamans reincarnating into one body, to protect humanity. The Emperor's goals were always to destroy Chaos and lead humanity through the ages to a brighter future. But I still think he cares about individuals to a point, it's just that the greater good is first in his mind, which is why he saw Guilliman was a "rasp" (a tool to escape imprisonment, if not of himself then certainly the prison humanity finds itself in) before a son. Perhaps in a time of peace he'd be capable of loving his sons but for him other matters are far more urgent.

It does really matter what state the Emperor returns in. I would like to think that if the Emperor did return, he would return wiser and having learned from his past mistakes. I think the Emperor would realize this time that he can't force mankind to evolve and adopt concepts that it's not ready or prepared to receive. The human imagination and perception of themselves and the Galaxy around them is not yet mature enough to abandon all superstition. In his haste to force mankind to adopted logic, reason, & science to unite and save mankind, was in fact the actions that led to it's down fall. Namely the rebuke of Lorgar. Even the Primarchs themselves were not beyond corruption, yet they are far more closer to being of perfection that mere men. Pushing science on to those not prepared to receive it, would result in a breakdown of what you're trying to build. Similarly, if you were to force the technology and science of cell phones on to a caveman, the results would be a disaster. The tech of a cell phone is too complicated to explain to a caveman, and his mind is to primitive to appreciate it beyond what his imagination can perceive. The best thing would be to then guide the caveman's beliefs and superstitions. Instead of trying to destroy his imaginative superstitions entirely. The Emperor may realize that hiding the truth of the ruinous powers and their existence was an error. Because the Emperor hid these truths from the Primarchs and the space marines, in an attempt to shield them from it's influences, actually made them vulnerable to it. It's like never having the sex talk with your child, in an attempt to shield them from it, but at the same time making them more vulnerable to it's influences. The better course of action would be to guide the child's knowledge based off of what little the child can understand at his or her stage in life rather than just deny the existence of sex all together. Being a bit wiser, I imagine the Emperor would return and allow mankind to still worship him as a god, for those that believe him to be so. Teaching psykers instead of banning them. Guiding belief or superstition instead of disregarding it. Will a black cat crossing your path cause bad luck? Yes depending on what you think bad luck is, or what you do or the cat does. Simply countermand the belief in the bad luck by instilling the person with the idea that "The Emperor Protects"

Also the imperium struggles against huge Ork Waaaagh's, Tyranids invasion, billions if not trillions of necron tombworld reawakenings. It would seem unlikely that as the current imperium forces can barely abate these forces at times, that mere remnants, even under the guidance and leadership of Guilliman, would prevail for long. Also the eldari really only stand united as Y'nnari. And the Y'nnari are but a small cult that are constantly losing numbers that feed Y'nnead, and due to this, constantly need fresh recruits.
