Gaza is not a country -- it's still technically under Israeli military rule. Netanyahu seems to have trusted Hamas enough to give money and aid to Hamas years back so it would undermine a real Palestinian state from happening. Clearly, if Hamas thought it would win in elections, it would have held them since 2006 but that hasn't happened but they would have also needed permission from the Israeli governments that followed Netanyahu and that did not happen either.

If violence is what determines soverignity then Israel owns the land it controlled by the end of the 1948 and 1967 wars.
