My thoughts on the less talk vs more talk argument in the 1M game are that the quiet is good because people are tense because its a lot of money on the line. The silence only adds authenticity to the gravity of the situation.

On that first hand I'm guessing it would be a call in theory as your opponent is supposed to have enough bluffs to balance when they they TT and A4 and you block A4 (just one combo, but still). In practice it just comes down to how often you think Peter is going to be bluff raising that river. Because the value range is so small if he's ever doing this as a bluff it's easy to be over-bluffing; but OTOH that has to be a super under-bluffed spot in general. River raise to Dwan's super-polarizing line of raise flop bet and barrel turn and river? I wonder how many top pros would even find bluffs there.
