It looks like Italy dictated what would happen there. Italy hated Yugoslavia during the Interwar period because they had territorial claims against them and viewed them as a powder keg not unlike the Austrian Empire that just fell. Conflict with Yugoslavia was likely and it would be just like the same issue with Austria. So it'd make sense that they'd carve up the conquered territories like that, leaving Serbia a bit weaker.

I used to like that mod but it's full of bugs. It's pretty interesting playing as one of the German states though. I think you can take what they've done with that mod and make it into Free world war I with Bismarck. It would be need to play through as Germany and see if you could do what Bismarck did and then go on to fight world war I.
